The Health Care Workforce Committee is chartered to coordinate efforts in Oregon to recruit and educate health care professionals and retain a quality workforce to meet the demand created by the expansion in health care coverage, system transformation and an increasingly diverse population. The Health Care Workforce Committee will focus its work on identifying resources, needs, and supply gaps, and ensuring a culturally competent workforce that is reflective of Oregon’s increasing diversity. The Committee will advise and develop recommendations and action plans to the Oregon Health Policy Board for implementing the necessary changes to train, recruit and retain a dynamic health care work force that is scaled to meet the needs of new systems of care.
The Health Care Workforce Committee will receive senior-level staff support from the Oregon Healthcare Workforce Institute, as well as from the Office for Health Policy and Research.
Duties:
- Coordinate efforts to recruit, educate, retain quality workforce
- Conduct inventory of all grants and other state resources available for expanding workforce
- Establish goals to guide grants awarded from the Healthcare Workforce Strategic Fund
Non-Traditional Health Workers (NTHW) Subcommittee
In September 2011, a Subcommittee was established to advise the Workforce Committee and the Health Policy Board on standards for Community Health Workers, Personal Health Navigators, and Peer Wellness Specialists that may offer services within or in conjunction with Coordinated Care Organizations (CCOs), as required by HB 3650. The Subcommittee will develop functional descriptions as well as educational and training requirements that are broad enough to encompass the potential unique needs of any CCO and meet the requirements of the Centers for Medicare and Medicaid Services to qualify for Medical reimbursement. At this meeting, the Committee members will discuss draft recommendations on prerequisites for student clinical placements (SB 879). The Committee will hear presentations on primary care provider recruitment efforts and tools, including the National Health Service Corps, the J-1 Visa program, loan forgiveness and repayment options, and how one rural Oregon community mobilized to recruit 11 new health care providers in one year. Finally, the Committee will discuss the work plan for the biennial report to the Health Policy Board.

| The Non-Traditional Health Workers Subcommittee is charged with developing descriptions and educational & training requirements for community health workers, peer wellness specialists, and personalhealth navigators, as required by HB 3650. This is the last official meeting of this Subcommittee as charted by the OHPB. During this meeting, the Subcommittee will receive updates on progress towards integrating community health workers, peer wellness specialists, and personal health navigators into the CCO process and discusssteps to move into the next phase of the work. |
