|
The Health Evidence Review Commission (HERC) shall:
- Develop and maintain a list of health services ranked by priority, from the most important to the least important, representing the comparative benefits of each service to the population to be served
- Develop or identify and shall disseminate evidence-based health care guidelines for use by providers, consumers and purchasers of health care in Oregon
- Conduct comparative effectiveness research of health technologies

Value-based Benefit Subcommittee (VbBS)

The Value Based Benefits Subcommittee will meet June 14, 2012. Items scheduled for discussion include, but may not be limited to, unspecified disorders of the nervous system, Amputation for burns resulting in deep tissue necrosis, percutaneous testing for medication allergies, and several straightforward coding corrections. Also on the agenda will be review of several specialty areas in the ICD-10 conversion process for the Prioritized List. Follow up issues from the ICD-10 review of ophthalmology and podiatry will also be addressed.

The Health Evidence Review Commission will meet June 14, 2012 from 2:00 pm to 5:00 pm at the Clackamas Community College Wilsonville Training Center in Wilsonville, OR in Room 112. The Commission will hear a report from the Value-based Benefits Subcommittee on the finalization of the biennial review of the Prioritized List of Health Services expected to be effective October 1, 2014 in conjunction with the implementation of ICD-10-CM, including recommended changes for the ICD-10 conversion of lines on the Prioritized List for a number of different specialty areas and other recommended changes to the list discussed at the Subcommittee’s May and June meetings.
In addition, the HERC will consider a recommendation from the Evidence-based Guidelines Subcommittee (EbGS) on a guideline on percutaneous interventions for low back pain. Recommendations from the EbGS and Health Technology Assessment Subcommittee on coverage guidances on the following topics will be heard on the following topics:
- Knee Arthroscopy for Osteoarthritis
- Hip Surgery Procedures for Femoroacetabular Impingement Syndrome
- Routine Ultrasound in Pregnancy
- Induction of Labor for Elective Delivery
- Indications for Planned Cesarean Section
- MRI Screening for Breast Cancer
- Non-Pharmacologic/Non-Invasive Interventions for Low Back Pain
- Pharmacologic Interventions for Low Back Pain
The Commission will also continue to discuss the potential adoption of a conflict of interest form for members and will review additional potential topics for evidence-based guideline, health technology assessment and coverage guidance development from their expanded list of trusted sources.

Evidence-based Guideline Subcommittee (EbGS)

The Evidence-based Guideline Subcommittee will hold a meeting on June 7, 2012 from 2:00 pm to approximately 5:00 pm in Room 117B&C of the Health Education Center at Meridian Park Hospital in Tualatin. The Subcommittee will review draft coverage guidance on 1) nonpharmacologic interventions for treatment-resistant depression (which includes repetitive transcranial magnetic stimulation, electroconvulsive therapy, and vagus nerve stimulation), 2) red flags and imaging in headache, and 3) imaging in dementia.
The Subcommittee will review public comment and finalize the draft coverage guidances for presentation to HERC on 1) knee arthroscopy for osteoarthritis, 2) femoroacetabular impingement syndrome surgery, 3) elective induction of labor, 4) ultrasound in pregnancy, 5) indications for planned cesarean section, and possibly 6) pharmacologic interventions for low back pain (the latter having been reviewed through the Pharmacy and Therapeutics Committee).

The Health Technology Assessment Subcommittee will hold a meeting on May 21, 2012 from 1:00 pm to approximately 4:00 pm at the Meridian Park Hospital Health Education Center in Tualatin, OR in Room 117B. The subcommittee will review draft coverage guidance on
self-monitoring of blood glucose for type 1 and type 2 diabetes, diagnosis of sleep apnea in adults, treatment of sleep apnea in adults, viscosupplementation for osteoarthritis of the knee, MRI for breast cancer diagnosis, implantable infusion pumps, and PET scans for cancer. The subcommittee will also review public comment on the coverage guidance for MRI screening for breast cancer.
Public comment is welcome but may be limited due to time constraints.
